Why is my Facebook Cafe World rating stuck at 5.0?

I have followed all the cheats and tricks as far as restaurant setup goes, my counters are always full of food and I have 3 waiters all stuck behind the counters to have the food served and cleaned as quickly as possible. Somehow my rating is stuck at 5.0. Any ideas for me?
